Motor carriers operating vehicles that require a CDL under federal rules generally must maintain a DOT Drug & Alcohol Testing Program. This includes owner-operators—even when you are your company's only driver. Specific exemptions apply.

Program pricing
No monthly per-driver administration fee.
$150 enrollment and setup is paid at signup. The $150 annual administration fee begins on your first anniversary.
Government query fees, SAP services, and nonstandard third-party charges are separate.
Common questions
Does this apply to an owner-operator?
Yes, if you operate a vehicle covered by federal CDL testing requirements. Being your company's only driver does not remove those responsibilities. We help arrange consortium enrollment and program administration.
What does Clearinghouse support include?
We assist with account setup, C/TPA designation, authorized queries, consents, and documentation. Your company and drivers must complete the account actions and authorizations that require their participation. Government query fees are separate.
Where do drivers complete testing?
We coordinate testing with collection providers. Program administration is handled remotely; drug specimen collection and alcohol testing take place through the appropriate testing provider. Collection arrangements are confirmed when the test is coordinated.
When is enrollment confirmed?
After we review your onboarding information and confirm the required setup is complete. Enrollment documentation is issued following review. Payment alone does not confirm active enrollment.
What will I still need to handle?
Provide accurate information, report driver changes, complete required authorizations, and make sure drivers complete required actions. Your company remains responsible for DOT compliance and employer decisions. We provide administration and support.
What costs extra?
The $70 price applies to each completed standard drug or alcohol test. Government query fees, SAP services, and nonstandard third-party charges are separate. Applicable charges are explained when services are arranged.
